Conclusions

XML Topic Maps provide a much better processing model and data structure than the ISO 13250 Topic Maps standard.

No Topic Map editing software exists yet, that could be used in a project like this.

XML Topic Maps could also be edited with any XML capable editor, but even a DTD driven editor (e.g. Emacs), this is a cumbersome task.

I am now planning to develop a Topic Map environment, which will be based on the Zope (http://www.zope.org)application framework.
