TEI-emacs is a distribution of the GNU Emacs binaries for Windows, bundled with some extra packages, utility programs etc. to turn it into a complete editing environment for SGML/XML documents.
TEI-emacs is maintained by Sebastian Rahtz (Oxford) and Christian Wittern (Kyoto). Its main intention is to provide a good starting point for windows-based editing of TEI files. Currently however, the XML version of TEILite is best supported, while the SGML versions and freshly baked DTD's from the Pizza-Chef are not yet easily included.
