国際モールス符号の誕生

ASCIIの誕生」を書くにあたり『電脳社会の日本語』を買ったのだが、この本、首をかしげたくなるような記述がアチコチ散見される。 たとえば、国際モールス符号に関しては

モールスの符号体系には、ヨーロッパの言語に必要なëやõ、çがなかったので、一八五一年の国際電信会議では文字を追加するとともに、短点と長点のみに整理した国際式符号体系を定めた。 これが「国際モールス符号」である。
とある(p.45)のだが、これが私にはさっぱり理解できない。 1851年の電信会議と言えば、10月にウィーンで開かれたDÖTV (Deutsch-Österreichischer Telegraphen-Verein)5ヶ国の実務者会議が、まず思いあたる。 しかし、1851年10月14日調印の条約追補[1]で合意されたモールス符号[2]には、ëだのõだのçだのは含まれていない。

しかも、国際モールス符号が合意された国際電信会議と言えば、17年後の1868年7月に同じウィーンで開催された、UTI (Union Télégraphique Internationale、のちのITU)の第1回国際電信会議のはずである[3]。 ここは一つ、モールス符号の歴史をザッと追ってみることにしよう。

1837年9月4日、Samuel Finley Breese Morseがニューヨーク大学で電信実験をおこなった際、彼が用いたのは、いわゆるモールス符号ではなかった。 Morseは、たとえば「telegraph」という単語に対しては「58」という風に、単語を数にコード化し、さらに数の各桁を電流のON/OFFに変換する、という方法を用いたのである[4,5]。 Morseがいわゆるモールス符号を発表するのは、1840年6月20日付の彼の特許[6]においてだが、この時点でのMorseは、数字とアルファベットを混在して送受信することは想定しておらず、たとえばaと3が同じ「···」となっていた。 モールス符号に劇的な改良を加えたのは、ニューヨーク大学での実験後Morseの協力者となったAlfred Vailである[5,7](追記4)。 Vailの発案したモールス符号は、1844年5月24日「what hath god wrought」という一文をワシントンからバルチモアに伝えたのを皮切りに、アメリカじゅうに広がっていった。

1848年10月4日、ハンブルグとクックスハーフェンを電信が結んだ際、責任者のFriedrich Clemens Gerkeは、初めVailのモールス符号を用いたが、翌年にはモールス符号の改良をおこなった[8,9,10]。 Gerkeの改良は、符号内のスキマをなくしたこと、ドイツ語で必要なä、ö、ü、chを追加したこと、の2点である。 同じ1849年、Carl August von Steinheilは、バイエルン科学アカデミーへの視察報告の中で、独自のモールス符号を提案している[8]。 Steinheilのモールス符号は、アルファベットと数字を4つ以下の短長点で表すものだが、30種類の短長点の組合せで36種類以上もの文字が表せるはずはなく、cとkとq、dとt、fとvと5、oと0に同じ符号がダブって割り当てられている。

1850年7月25日調印のドレスデン電信条約[11]で、オーストリア、プロシア、バイエルン、ザクセンの4ヶ国が結成したDÖTVは、翌年10月の第1回実務者会議にヴュルテンブルグを交え、5ヶ国間でどのような電信機や電信符号を用いるかを議論した。 1851年10月14日ウィーン調印(1852年7月1日発効)の条約追補[1]では、モールス電信機の使用が明記されており、DÖTVで使用するモールス符号[2]は、Gerkeのモールス符号を改良したものとなった。 DÖTVでの改良は、アルファベットを4つ以下の短長点で表すこと、数字を5つの短長点で表すこと、その他の記号は6つ以上の短長点で表すこと、の3点に集約される。 この結果、使用できるアルファベットは30種類に制限されるが、DÖTVでは26種のラテンアルファベットに加え、ä、ö、ü、chを採用している。 なお、oとpについては、Steinheilのモールス符号をそのまま用いている。

1865年5月17日、フランス、オーストリア、バーデン、バイエルン、ベルギー、デンマーク、スペイン、ギリシア、ハノーヴァ、ハンブルグ、イタリア、オランダ、ポルトガル、プロシア、ロシア、ザクセン、スウェーデン=ノルウェー、スイス、トルコ、ヴュルテンベルグの20ヶ国が、パリ万国電信条約[12]に調印した。 UTIの発足である。 1868年7月にウィーンで開催された第1回国際電信会議では、モールス符号も含めて多くの事項が話し合われ、1868年7月21日調印のウィーン万国電信条約において、UTIでのモールス符号が業務規約に含められた[3]。 これが国際モールス符号である。 国際モールス符号は、DÖTVのモールス符号を基本的に踏襲しているが、フランスに必要なé、スペインに必要なñを追加したものとなっていた(追記1)。

その後、国際モールス符号は、1926年11月にベルリンで開催されたCCIT (Comité Consultatif International des Communications Télégraphiques、のちにCCITTを経てITU-Tとなった)第1回総会において、CCIT勧告の対象となった[13,14]。 以後、国際モールス符号は、CCIT〜CCITT〜ITU-Tの管掌となっている(追記3)が、現在に至ってもëだのõだのçだのが別符号に追加されたりはしていない[15](追記5)。

(追記1) éの「··-··」は、1854年4月1日にDÖTVのモールス符号に追加されている[16](追記2)。 また、ñの「--·--」は、1858年の時点で非公式に使用されていたようである[17]。
(追記2) 電脳社会の日本語』では、和文モールス符号を
和文電信符号は国際モールス符号のアルファベットをイロハに置きかえたものと考えてよい。 「イ」はAと同じ「·-」、「ロ」は「Ä」と同じ「·-·-」、「ハ」はBと同じ「-···」という具合である。 濁点や半濁点のついたカナは、「カ」+「゛」、「ハ」+「゜」のように、結合文字化してあらわした。 どう考えても使用頻度が一番高いとは思えない「ヘ」に「·」という短い符号をわりあてているのは、「ヘ」がEの位置にあるからである。 ただし、Iの「··」は、順番通りなら「ル」になるところだが、「ル」よりも使用頻度の高い濁点「゛」をわりあてている。
とする(pp.45-46)が、この記述は不正確である。 1871年に制作された和文モールス符号[18]は、国際モールス符号ではなく、DÖTVのモールス符号の1854年4月版[2,16]を基にしている。 すなわち、イ=a、ロ=ä、ハ=b、ニ=c、ホ=d、ヘ=e、ト=é、チ=f、リ=g、ヌ=h、ル=i、ヲ=j、ワ=k、カ=l、ヨ=m、タ=n、レ=o、ソ=ö、ツ=p、ネ=q、ナ=r、ラ=s、ム=t、ウ=u、ノ=ü、ク=v、ヤ=w、マ=x、ケ=y、フ=z、コ=ch、となっており、濁点は「-·--·」で、国際モールス符号のáに対応する和文モールス符号はない(ñには偶然アが対応している)[19]。 この後、1885年7月1日に濁点とルの符号が入れ換えられ[20,21]、1893年7月15日に長音記号「ー」にáと同じ「·--·-」が割り当てられた[22,23]。
(追記3) 2002年2月25日〜3月1日にジュネーヴで開かれたITU Radiocommunication Advisory Group第10回会合において、国際モールス符号の管掌を、ITU-TからITU-Rに移すことが建議されている(追記6)。
(追記4) 『The Story of Telecommunications』[24]では、この件に関し
The Engineering News of April 14, 1886, stated that credit for "the alphabet, ground circuit, and other important features of the Morse system belongs not to Morse at all, but to Alfred Vail, a name that should ever be held in remembrace and honor."
とする(p.24)が、当時のEngineering Newsは毎週土曜日発行で、1886年4月14日号は存在しない。 なお、1888年4月14日号にほぼ上記の内容を述べた記事[25]があるが、上記の引用部分そのままの文章はなく、しかも中身は[5]の紹介記事である。
(追記5) 2004年4月15日のThe New York Timesは、@の「·--·-·」が2004年5月3日付で国際モールス符号に追加される(追記6)旨を、以下のように報じた[26]。
The French say petit escargot; the Dutch call it a monkey's tail. On a qwerty keyboard, it's Shift-2. And next month, amateur radio enthusiasts will call it dit-dah-dah-dit-dah-dit.
That is when the symbol @ officially becomes the newest character in the Morse code.
"As far as we know, this is the first change to the code in at least 60 years," said Gary Fowlie, a spokesman for the International Telecommunication Union, the arm of the United Nations that will oversee the update, which is to become official on May 3. "There is a need for it."
しかし、この記事の「this is the first change to the code in at least 60 years」という部分は誤りである。 国際モールス符号は、1950年7月1日にchの「----」を削除、1960年1月1日に左カッコの「-·--·-」を「-·--·」に変更という形で、この60年間に少なくとも2回改正されている[27,28,29]。 また、この記事は
Many Morse code users learn punctuation to earn their radio licenses but ignore it later, during actual communication. "There are symbols for things like the semicolon," said Larry Price, the president of the International Amateur Radio Union. "But not one in a hundred Morse operators could even tell you what the character is, because they don't ever use it."
とも述べているのだが、この部分が何を意味しているのか、私にはさっぱり理解できない。 セミコロンの「-·-·-·」は、1934年1月1日の改正で国際モールス符号から削除されており、現在は使われてなくて当然である[15,30,31]。
(追記6) 2004年5月、ITU-R Recommendation M.1677が勧告され、@のモールス符号「·--·-·」が運用に入った[32]。 ただしITU-T Recommendation F.1 [15]は廃止されておらず、ITU-RとITU-Tの両方でモールス符号が勧告された状態となっている。
